The vinyl seals are opaque so some light will glow through. This is normal.

As long as the side and top seals rest firmly on the door, the garage door is sealed as intended.

The bottom seals on modern garage doors will seal well as long as the floor is relatively flat. Floors that are out of level or have dips or bumps of more than 1 inch may not seal completely.

Is 25 Gauge Steel Thicker Than 24 Gauge On A Garage Door?

No, it is not. When comparing the gauge of metals, lower numbers are thicker.
