There is also a rubber threshold that can be glued to the garage floor where it meets the door – this option does require the garage door and opener settings to be adjusted.
If your floor is way-out of level, or water naturally drains to the door, there may be no way of keeping all of the water out, but the above options will limit water leaks.

There is no reset button on any of the modern units (since 1993), so that is probably not the issue.
The reason the garage door got stuck could be one of many things. The manual lock on the door may have been accidentally engaged, or the hardware on the door may need to be adjusted or replaced.
Rollers may be worn out and locked up or you could have a broken spring on the door or bad motor on the opener.
We typically see this caused by a bad remote control. When they get old, the buttons can get stuck, or they can send random signals.
There are some other rare instances where it can be a short in the wiring, or an electronics problem within the unit.
We have even seen it happen when a homeowner keeps a remote in their purse and it gets bumped around, or there is one in a drawer somewhere and the button is pressed.
